I have the honour to acknowledge

the receipt of the despatches noted in the

margin, on the subject of the Pensions

Minute, and to express regret that a reply

has not been sent at an earlier date.

you are aware, important questions of

pensions policy have been under

consideration during the last eighteen

months, particularly the question of

"mixed service" pensions which was dealt

with in my circular despatch of the 14th

of January,1928, and it seemed more

satisfactory, if possible, to deal with the

question of pensions in Hong Kong as a

whole rather than piecemeal. I now gather

from paragraph 3 of your despatch No.353

of the 17th of July, that your Government

contemplates
